Status:

  • Feasibility Study was completed with Japanese financial assistance by Government of KP (the then NWFP) in March 1995.
  • Detailed Engineering & Tender Documents completed by WAPDA on 29.02.2004.
  • MoU was signed between Federal Govt. of Pakistan & Govt. of KP on 25.02.2016, which was endorsed by Council of Common Interest (CCI) on 29.02.2016 wherein it was decided that “the Feasibility of the project would be redone by MoW&P and GoKP in coordination with Planning & Development Division. The project, when approved, would be financed between GoP and GoKP in the ratio of 65:35, while the O&M and recurring costs of the project would be funded by GoKP”.
  • A meeting was held under the chairmanship of Joint Secretary MoW&P on 12.04.2016 wherein it was decided that “Govt. of KP will review the Feasibility Study & Detailed Engineering Design of the Project and accordingly submit the updated PC-I Proforma”.
  • MoWR on 28.07.2017 advised WAPDA to furnish PC-II for Feasibility Study of CRBC (Lift cum Gravity) after incorporating all necessary details and firm up cost.
  • MoWR vide letter dated 24.04.2020 conveyed the directions of MoPD&SI wherein it was decided that GoKP will hand over the project data to WAPDA for Feasibility Study, Detailed Design and execution of the project. Further, it was decided that WAPDA will prepare the ToRs for updation of Feasibility Study & PC-I, carry out the study of Hydro variability, Techno Economic Indicators, financial arrangement & power generation alternatives through quality international consultants.
  • DDWP meeting was held on 10.08.2020 wherein subject project (at a cost of Rs. 477.853 Million) was approved with the remarks:

– MoWR will approach the Planning Commission for inclusion of the project and allocating sufficient funds in the current PSDP 2020-21.

– In case of non-availability of funds from Planning Commission in the current PSDP 2020-21, WAPDA will arrange funds for the project through bridge financing and the Planning Commission and the Finance Division will allow release of funds once those are made available in PSDP for repayment of bridge-financed funds to WAPDA.

– WAPDA shall ensure that the bidding process for procurement of consultancy services shall be completed efficiently after duly fulfilling all the codal formalities and the Consultancy Contract shall be made ready latest by mid December 2020.

  • The Consultancy Agreement was awarded to M/s NESPAK (JV) on 28.06.2021 and the Consultants mobilized at site on 01.07.2021.
  • Draft Inception Report submitted by consultants on 06.08.2021. Comments from various formations of WAPDA and KP irrigation, D.I Khan forwarded to the Consultants for incorporation.
  • Consultants have submitted Design Report, Project Planning Report, Environmental & Social Impact Assessment Report and are currently preparing Bidding Documents for 06 No. contract packages.
  • Request for Proposal (RFP) document for hiring of Supervision Consultants is under preparation.
  • WAPDA submitted the PC-I of the subject project amounting to Rs.244.232 Billion to MoWR on 25.02.2022 which was forwarded to Planning Commission on 15.03.2022.
  • Pre-CDWP meeting was held on 01.04.2022 to discuss the PC-I. WAPDA submitted annotated replies to the technical appraisal in the meeting. Pre-CDWP MoM were issued on 11.04.2022 with some observations wherein, WAPDA was directed to rationalized the PC-I cost.
  • CDWP meeting was held on 04.06.2022 under the Chairmanship of Minister of PD&SI, wherein “CDWP recommended the project to ECNEC at a rationalized cost of Rs. 189,606.428 million including FEC of  Rs. 18,030.58 million after excluding IDC with the conditions that the project financing ratio shall remain the same as decided by CCI on 29.02.2016 i.e., 65% by Federal Govt. and 35% by Provincial Govt. Moreover, provincial taxes, O&M & recurring cost of the project will be borne by the Provincial Government.”
